I think the organization Pistols For Pandas is for kill pandas. Becouse pandas don't know use pistols and i see a quiote if Crack Stuntman: We're destroying these poor creatures faster than ever before.

I don't think it's implied the organization is for killing pandas. The pistols are for the pandas to defend themselves, not to be used to kill them ("they need all the firepower they can get!") As for the fact that pandas can't really use guns, neither can people type with boxing gloves on, yet that seems to work fine in the HR universe. The one exception to this is the Easter egg, which is ambiguous, as Silent Rip himself seems confused about what he's doing, and Gunhaver/Crack Stuntman doesn't seem to care.
