Good find, but where are the wings? It's not Trogdor unless it's a wing-a-ling dragon. Unless he's dressed as The S Is For Sucks dragon...

Considering the yellow belly and the tail, I would guess that he's supposed to be Schnappi, a little annoying crocodile from a children's song. Google it, since I don't have a picture. The costume is bad if it's meant to be him, but then again, he's at the Oktoberfest, so yeah.
