I've noticed in the newest toon that Bubs is slightly different, his arms are placed differently, and are slightly plumper, also his legs are slightly thiner and more detailed, could this be a mistake, or a new design?

I didn't notice, but it can't be a mistake. You can't accidentally have more detail in a Flash symbol you created years ago. So it had to be on purpose.
