Yep, I've heard of whispering. It makes it hard for the teacher to hear you, but it doesn't exactly make it sound like you're screaming to the person on the other end. I still say "You're in class to learn, not talk on your cell phone".

So true. I've had teachers that have a vendetta against them. One of them put a student's cell phone outside on a ledge up n the third floor on a windy day. Yeah, he hates them. (The cell phones, not the students)
