Umm, it was removed a while ago. It was only for bootup errors, which are a lot more rare - but also a lot more fatal, hence the redness. Now it's the same thing, minus the red coloration.

Mac OS X suffers a
kernel panic instead (as does anything else unix-like, i.e. linux). However, they're very rare. Heck, BSODs in Windows are fairly rare with XP (since a single application can't bring down the system like in 9x).
