It's the Fallout guy from Fallout. When you highlight certain things you get a (humorous) little picture and info about the thing you highlighted. BTW I highly recommended Fallout to anyone remotely interested in RPGs.

The beginning slide ("War never changes") is the famous opening lines of the intro movie. The ending references to the fact that a "true" Fallout game (Not some little console POS game) hasn't been made since Fallout 2 in 1998. Hope that clears things up.

Actually, a while ago I played this online game thingy..."Thy Magnificent" was part of my sn. The Glowy dog is my pet dog. It's just a bunch of random humor.
