(Sorry in advance for the extremely long long explanation. Those of you who have played Risk before can probably skip most of it. And yes, I do realize that a similar topic has ABP'd, but A. It was long ago, and that topic is dead now, and B. This version is a lot different, and has more complete rules, so it's easier to keep it moving.)
Hey there, everypeoples! It's time to start The Game of Risk: Forumopolis Edition.
The basic idea of the game is this (Skip ahead if you're not interested in the back-story):

In the beginning, Joey created the Wiki and the Forum. The Forum was without form, and void, and darkness was on the face of the screen. Then, Joey turned his monitor back on, and [s]seven[/s] several days later, the city of Forumopolis was formed. However, Forumopolis was not always the thriving community it is today - much to the contrary, it was once... a brutal war zone.
As the first few occupants of Forumopolis emerged, there were some who, for one reason or another, stood out among the rest. They were always online, and took a personal interest in the forum, each treating it as if it were his or her own. These were the "SuperUsers," and were loved and respected throughout Forumopolis. It was a peaceful place to be.
After a time, this peacefulness began to diminish. Each SuperUser began to think himself or herself more vital to the city's existence than the next, and so they began to argue. Forgetting, as mankind tends to do, that the land actually belonged to Joey, they began to argue over which one of them was the true
owner of the city.
Needless to say, the arguments of the SuperUsers caused an enormous split between the citizens of Forumopolis. Some citizens followed one, others followed another - each SuperUser had his or her share of followers, but none had more than anyone else, so a true ruler could not be decided.
After months of endless debate between the SuperUsers, it became apparent that there was only one way to decide on a leader: through a massive all-out war. The city was divided into large sections, and each SuperUser was given charge over a certain amount of property. The citizens who followed each SuperUser willingly offered their services in battle to see their leader take the entire city.
But why end with Forumopolis? The SuperUsers were ill contented with control of the city, so they took control of nearby Free Country, USA, and divvied it up among themselves with the rest of Forumopolis. With the stages set for disaster, the SuperUsers prepared their armies for battle...

These are the rules, and they are
VERY CONDENSED. Please bear with me, as I know they're still really long.
So, this game will be played in much the same way as the classic board game Risk. (Hence the name.) Because too many people just means that the last people in line get eliminated in the first turn, we'll stick to only six people for now, just like the original. Each person will get 6 "territories" and 20 "users" in his or her "army."
To start, every needs to claim territory. When you sign up to play, choose one territory to claim. After all 6 spots have been taken, everyone needs to claim a second territory. Once everyone has two, everyone can claim a third. Continue on in this way. Gameplay commences when everyone has 6 territories. (This will be a bit time consuming, so sorry in advance. This keeps things fair so that no one has any unfair advantage in their setup.)
First person to sign up gets the first turn. I'll be playing, but I'll go ahead and take the last slot and go last. On your turn, you will use your armies of users to try to take over other territories. Your turn goes like this:
1. Recruit and place users.
2. Attack.
3. Fortify your position.

I'll follow the official rules of risk at the beginning of each player's turn, and I'll PM you with the number of new recruits you receive. (This will also let you know for sure when it's your turn.) You will always receive at least 3 users per turn.
If you have any completed sets of 'risk cards' - either three users, three moderators, three admins, one of each, or any combination of three that includes a 'wild' card - you may exchange them for extra users now. If any of your 'cards' also include a territory you own, you may also take a 2 user bonus - only 2, even if all three cards match one of your territories. I'll keep your cards written down so no one cheats. The number of units you recieve increases every time ANYONE exchanges a set for users - remember this and take it into account for strategy!
Once you receive your recruits, you may place them in any territory you control. You may place them in any combination you like, so long as you place all of your users somewhere.
To place users, respond to my PM with a full account of how many you place where, and I'll update the list here. Once your troops are placed, I'll send you another PM, and then you're free to start your attack phase.
2. Attack
After you receive your troops, you have the chance to attack. You may attack as many territories as you have users and desire for in each turn, but you may only attack territories that touch one you occupy or are connected to it by a grey line. You must have at least two armies in the territory you're attacking from to attack.
To attack, send me a PM listing a target and the number of users you want to attack with. For each user you use, up to three, you may roll one die. However, you must leave one user in the territory so that it won't be empty if you win - so, if you have three users in a territory, you can only attack with two. The defender then gets to respond with as many dice as they have users for, up to two.
After each attack, I will send you a PM telling you the results - how many users you lost, and how many you "killed..." After that, you may choose to attack that territory again from the same place, or shift your attack to another territory. You can attack any territory as often as you like, and can attack as many territories as you like, during each turn.
If you're being attacked, I'll also send you a PM, and you must respond by telling me whether you wish to defend with one or two dice.
If, at any time, your attack causes an enemy territory to become entirely empty, all survivors of the attack that caused it
must move to the conquered territory. You may move more than that if you wish, but you must leave at least one user in your territory.
You may end your attack phase at any time by sending me a PM. If you have conquered a territory, I'll PM you with a RISK card, which you can use later to gain more users. (See above) At the end of each attack phase, I'll post here with a storyline'd synopsis of what happened - just like in Mafia and RAF.
If a player is left with no territories, he or she is eliminated. Whoever eliminates him or her will receive any Risk Cards the player owns. If this causes the player to have 6 or more cards, he or she must immediately trade enough to reduce your hand to 4 cards. Once he or she has 4 or less cards remaining, he or she must stop trading.
3. Fortify your position
Simple. Move any number of users from one (and only one) territory into one (and only one) touching or grey-line connected territory that you occupy, so long as one user is left behind.
Winning
A player wins when all other players are eliminated and he or she controls all 36 territories. He or she is the new ruler of Forumopolis - Congratulations!

EDIT: Just had a thought - When claiming a territory whose name exists on two continents, please specify which one you want. E.G., Toons exists in both FCUSA and WikiForum.
