Here are a couple things you need to understand.
HTML Editors. These are the internet "Word Programs" They are all basically the same and don't a have a huge amount of features. I mean, you could get a really nice one, but those usually aren't free. Google offers a great service for documents and spreadsheets, and its free. One of the best free ones out there that I am aware of. Now, if you have enough experience you could make your own HTML Editor. Seeing as you asked this question, thats out of the question. So, you will have to download one or stream it from another site. Sorta' like a widget stream. Then you would have to put the link to wherever in the world it maybe that you put your HTML editor. If you want it to just show up when you click the link, it not having a website, then you will have to turn your computer into a server. Which I don't recommend unless you have an extra one lying around, extra computer that is. Its not usually a great idea to turn a home PC into a server for the world.

Basically, you have to have a site or computer to hold the word document. Then, you have to get that word document program. If you have a -
Site to hold the document - You will need to stream it or download it. I recommend you download it and host it on your site if at all possible.
Server Computer to hold the document - Then you just need to host the documents and put links to it. Mind you though, this is easier, but not everyone has Microsoft Word, mainly Mac Users. So you will need to use something that most people have.
Take Adobe Acrobat Reader for example. It has worked its way to the top and most people have this on their computer. Some even have this out of the box. Why? Because if you want a document from the net, it runs it. People can't edit it, its a reader, but it allows you to view the document and get the info to someone. I'm not sure what the mainstream document editor is now, but if you do some more research, you can figure it all out.
