It'll record whatever you say into a microphone OR whatever sounds your computer is making. Open up sound recorder and read the help file. It tells you how to do it. The only thing is, your "input device" is just going to be that program..
To test and see if it will work, just start recording and do some things on your computer that make sound (go to homestar runner or something), record for 3 or 4 seconds (just to see if it works)

I've been using Wavepad for a while.
Doesn't have any effect type thing on it(not on the trial version, anyways...). I use it to record sounds from the compy, and use in looping(YTMNDs, Flash stuff, ect).

Double-click the volume icon in the taskbar. Go to Options > Properties. Click the 'recording' radio button, then check the 'Wave Out Mix' box. Press 'OK'. Turn the volume all the way down for everything, except turn it up for 'Wave Out Mix'. Now, record stuff like you normally would with sound recorder.

Wave Out Mix may also be titled Mono Mix/Stereo Mix.

There's a drop down menu in the "recording" section, Choose "What you hear".
