Here's a few ideas:
Aside from Strong Mad dressing as a ghost one year, everyone should just do generic costumes. The most boring Halloween toon ever!

Or they should all dress as each other. Better costumes than the ones in do over, but still able to tell (i.e. not like in Pumpkin Carve-nival). Somewheres between the two. Make it so they can't tell who's who, but we can. The most confusing Halloween toon ever!

Or dress 'em all the same. Like the time when I was in second grade, and every guy in the class went as the red Power Ranger. That could be interesting. The most (adjective) Halloween toon ever!
