It's been admitted a couple of times that the Powered By The Cheat cartoons are voiced by The Cheat (storyline-wise).

Do you think we'll ever actually see him doing the voices, though?

I don't know. But I want to see that, so I voted yes. I can't imagine the Powered by The Cheat voices coming out of The Cheat's mouth, somehow.

i think chickenLeg is right the cheat is too cute too talk but the poopsmith is not cute on the other hand....

The Cheat will never talk because it is out of character for him to do so. Someone already tried to have Strong Bad make him talk normally in cheat talk and it didn't work

Nah, I very strongly doubt it, it just wouldn't look right, The Cheat speaking English, or any human language, and as said above, it would be jumping the shark.
