Hi everyone, I'm new here.

I noticed that in the museum, under the "ice cream" folder,
there's a picture of an apparent Homestar popsicle.

The museum page claims they were popular in Japan
in 1987. Is that just a joke, or does Homestar have his
origin in a Japanese desert?

I looked for this on the wiki, but didn't see anything.

It was just a joke. Homestar wasn't even obscurley known as anything (not even on the web or distributed anyways).

Homestar wasn't even created until 1996 with the original children's book. Additionally, if you see something involving the year 1987, chances are pretty good that it's just an inside joke or something to that effect. TBC like that year for whatever reason.
