Should there be centrals for Music and Pictures?

ok, just a thought:
We need a place to put pictures and music without it being scattered everywhere such as off-topic discussion and general stuff. i'll give you some examples (these are not real posts or subjects):

There won't be a music forum. This isn't a place to trade files. I realize that your intent could be good, but it's too easily abused.

As for pictures, I haven't seen enough pictures here to really justify a whole forum for it.
