The choice of scrunching or folding is, as strong bad would say, directly proportional to the amount left on the roll. Example:

Folding = Remaining toilet paper < (1/2) of the total roll.

I usually don't fold or scrunch. Just one long strip of TP. But I guess it does get sort of scrunched.
