Yes it does. It is a spoof on the fact that in just about every H*R toon there is an automatic loop that makes Homestar's eyes blink even when the toon is stopped or over.

It doesn't for me, for some odd reason. But if it did for me and I saw it at midnight, then I'd need Poopsmith with a jar to come up so I could pee.

Oh, sorry. For the one in the top left hand corner, I meant the logo on this page. That one doesn't blink, to my knowledge.

thats what i was thinking. but my mind has been know to play tricks ahah. it messes me up everytime he blinks hahaha

It's just unexpected. Most animated GIFs have some kinda constant motion, or their movement is noticeable. The homestar one does so every 30 seconds or so, so it is hard to spot it sometimes. And when you are looking at the screen and it happens out of the corner of your eye, you arent sure if you imagined it.
