The storylines for the episodes are being co-developed by TBC and a group of writers from Telltale.
This started last year sometime, with the Chapmans flying down to Telltale's office for a multi-day meeting where we were locked in a room to do nothing but come up with basic plot/premise concepts and funny moments for the five games. From there, the puzzles and gameplay are being worked out one episode at a time by Telltale's writers and designers (with the Chapmans in the loop for all decisions, and offering in plenty of excellent ideas for scenarios and puzzles as well along the way). The first few passes on each complete game script are being written by Telltale's writers, and then the Chapmans take their own pass at the script, touching basically every conversation in some way. Then after a little more cleanup to the script, TBC go and record all the lines, adding some more adlibs in as they do that. Finally once the rough build of the game is all wired together and people have a chance to play through, some additional dialog is written in pick-ups to help fix any rough areas exposed through testing, and if possible to slip in extra jokes.
And of course, throughout the whole writing and design process, a handful of our 3D artists are building all the sets and characters as interactive game environments, and a couple programmers are making all of the puzzles and minigames actually do something, and working their butts off to make a Nintendo Wii game look like it's running in Flash Player

I think they were doing something else adventure gamey which they may have already abandoned before they started talking to TTG about this game, but SBCG4AP as a project been kicking around in the planning stages since last Summer.
